Protests in Azad Kashmir: People Demand Economic Relief and Political Reform

MUZAFARABAD: Azad Jammu & Kashmir (AJK), a region known for its political complexities, a fresh wave of protests has arisen. However, these demonstrations aren’t directed at challenging Pakistani rule, as some may speculate. Instead, they are driven by longstanding administrative grievances and economic hardships.

The unrest traces its origins back to 2023 when AJK experienced notable protests against rising inflation and soaring electricity bills. Fast forward to today, and these protests have evolved into a broader movement, reflecting the populace’s profound economic struggles and urgent pleas for respite.

These protests mark an unprecedented chapter in AJK’s history, characterized by widespread dissent and fervent intensity. The failure to address grievances in 2023 exacerbated the situation, exacerbated further by a controversial regime change orchestrated by the Pakistani military in April of the same year.

Historically, AJK’s governance structure, as outlined in the Interim Constitution of 1974, promised distinct economic and administrative arrangements. However, successive governments both in Islamabad and Muzaffarabad have failed to fulfill these pledges, leaving the region marginalized and deprived of essential infrastructure and services.

The recent regime changes in Pakistan and AJK, coupled with economic woes, have pushed AJK residents to their breaking point. Many perceive the exploitation of AJK’s resources by the Pakistani state, reminiscent of India’s actions in Indian-Occupied Jammu & Kashmir (IOJK), as a blatant disregard for their rights and needs.

The demands put forth by the protesters reflect their dire circumstances and aspirations for change:

  • Subsidies on 48 daily-use products/groceries like wheat flour, something similar to Gilgit Baltistan.
  • Pakistani government generates 2700–3500 megawatts of electricity from hydroelectric projects in AJK. It is expected to take the production to 10,000 megawatts in the future. So, people of AJK must be given 10% of electricity generated free of charge.
  • A Grid commission will be made for the total electricity generated in AJK and AJK will be declared a no-load-shedding zone.
  • The ownership of all hydroelectric projects be transferred to the government of AJK.
  • Pakistani government must pay the government of AJK all the debts (royalty) accumulated by Mangla Dam power project for the last 56 years.
  • Pakistani state must implement court rulings regarding Neelum-Jhelum Hydro-power Project.
  • government must pay for the damages caused to roads, etc by hydro-power projects in Poonch.
  • Pakistani state must pay the rent on HTV/LTV transmission poles, accumulated in the last 42 years.
  • Government must end all perks to government officials and elites. No vehicle over 1300cc be allowed.
  • AJK Bank will be converted into scheduled bank.
  • 4G internet services will be provided everywhere, including in the areas near LoC.
  • Since AJK is a disputed territory, people be exempted from paying property tax, income tax, GST etc.
  • Student Unions be reinstated.
  • Funds be issued to local bodies.

As tensions escalate, it is imperative for authorities to prioritize dialogue over coercion. Deploying force risks exacerbating the situation and could lead to broader unrest. The people of AJK have a long history of resilience, evident in their ongoing struggle against Indian occupation.

Ultimately, resolving the crisis in AJK requires a concerted effort from both local and federal authorities. Addressing the legitimate grievances of the people and initiating meaningful reforms are essential steps towards restoring stability and prosperity in this troubled region.

The Government of Pakistan called back the Pakistan Rangers from the Kohala AJK/KPK Bridge, which was highly appreciated by Azad Kashmiri People.
