The UAE Cabinet has just postponed the implementation of a resolution that targets the heavy vehicles and their weights limits and dimensions within the country. The decision is made by directing the Ministry of Energy and Infrastructure to commission a detailed study on the impacts of the adopted resolution. Further, the Ministry of Economy has been assigned to work out with the economic entities so as to stop a rise in prices of goods and commodities without reason.
Approved in September 2023, the resolution (Cabinet Resolution No. 138 of 2023) was issued in October. The Bill C-68 of 2002 sought to enforce the federal laws on the weights and dimensions of large vehicles, with a particular focus on the trucks exceeding the maximum total weight of 65 tonnes. The introduction, which was scheduled for the first quarter of 2024, was, however, subject to the installation of 24 smart e-gates. As Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure, disclosed during a press conference held in September 2023, the introduction was pushed back due to the installation of the smart electronic gates.
The resolution is consistent with the UAE’s ongoing efforts to strengthen road safety, reduce road accidents, and provide supports for the infrastructure and transport sectors, thereby, enhancing the longevity and reducing the carbon footprint of land transport.
While the recent announcement did not specify a new implementation timeline, it reiterates the parameters outlined in the resolution concerning permissible gross weights for heavy vehicles based on the number of axles. Additionally, it delineates fines for violations, categorizing them based on the extent of weight exceeded during a single trip.
Moreover, the resolution clarifies the penalties for repeated violations within a specific timeframe and outlines provisions for impounding heavy vehicles in cases of persistent non-compliance, with opportunities for penalty mitigation through fine payments.
