The decree aims to provide a legal framework for individuals and legal entities engaging in media-related ventures, with specific regulations and conditions.

Scope of Media Activities
The decree encompasses a broad spectrum of media activities, including the production, circulation, printing, and publishing of media content. It also extends to audio, video, and digital broadcasting, whether provided at a cost or free of charge.
Licensing and Oversight
Key aspects of the decree focus on the issuance and oversight of licenses and permits for executing various media activities. It further organizes the authorities of the UAE Media Council and local government entities responsible for regulating media affairs.
Compliance Requirements
In line with the decree, all media individuals and institutions operating within the UAE are mandated to adhere to national standards for media content. Key compliance requirements include respect for divine principles, Islamic beliefs, all religions, and other belief systems. Additionally, media entities must respect the country’s sovereignty, symbols, institutions, and the supreme interests of the UAE and its society. Compliance also extends to respecting the country’s policies on both local and international levels, avoiding adverse impacts on foreign relations, and respecting the culture, civilization, national identity, and values of society.
Restrictions on Media Content
Media outlets and individuals are prohibited from disseminating information that offends national unity or social cohesion, inciting violence or hatred, showing irresponsible use of the UAE’s legal and economic system, disrespecting privacy rules and individuals’ private lives, and publishing false or misleading news.
Permits for Various Media Forms
The UAE Media Council is designated to issue permits for the screening of cinematographic and creative productions. The council will also define classifications for the Media Content Rating System, covering books, video games, and cinematic productions. Permits for individuals providing advertising or media content on social media and other modern technical means are also within the purview of the Council.
Oversight and Intellectual Property Protection
Licensed individuals and media outlets will be subject to oversight and supervision by competent authorities, allowing the Council to conduct surveillance and inspection, including within free zones. The decree emphasizes the promotion of intellectual property protection among individuals, establishments, and media institutions, with coordination from competent authorities.
Adjustment Period
Individuals and media outlets under the decree are granted a twelve-month period to align their operations with its provisions. This period is extendable by a Cabinet decision.
